DISTRICT TREASURER
The District Treasurer is responsible for the accounting, recordkeeping and payroll preparation in the District's business administration functions. This position is a 12-month Management-Confidential position appointed by the Board of Education on an annual basis. The District Treasurer reports directly to the school’s Business Manager.
SPECIFIC RESPONSIBILITIES
Assist the Business Manager in the preparation of budget requisitions and assist in preparing and monitoring the budget.
Perform the accounting functions for the district.
Supervise financial recordkeeping for the district.
Prepare financial accounting for the special funds:
a. Capital Projects
b. Cafeteria fund
c. Federal Grant Projects
d. Long Term Debt
e. Debt Service Funds
Enroll eligible employees in the appropriate health and dental plans.
Tracking of employee health care plans, enrollment and other appropriate information for necessary retiree billing, etc.
Assist in developing tax warrants and tax rates.
Distribute and collect the approved timesheets, compute time sheets, including extra time and substitute workers.
Prepare payroll checks, including extra time and substitute workers.
Checks to be reviewed and signed by the Business Manager prior to distribution.
Assist in preparation and maintenance of current lists of participants in each of the
Following:
CSEA membership
MTA membership
Tax Shelter Contributions
Health/Dental Insurance enrollees
Other deductions
Reconcile all bank accounts on a monthly basis. The Business Manager will review and approve.
Complete and reconcile reports relative to payroll
ie: Teacher and Employee Retirement
Personnel & Payroll Reports
941 preparation and filings
W-2 Forms and Year End processing.
Recording of all revenues and all distributions of the District after they are logged in by the Business Office Secretary.
Reconcile all Funds and/or Accounts.
Primary responsibility for the yearly annual external audit and preparation of year-end entries, documentation, coordination of same;
Perform such other duties as assigned by the Business Manager.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Financial administration procedures, including accounting.
Knowledge of NYS financial laws as they pertain to municipalities and school districts.
NYS banking regulations and investment procedures;
Organizational and supervisory skills.
Communications and interpersonal human relation skills.
High personal performance standards including accuracy, flexibility, precision and efficiency.
Ability to work under pressure.
Ability to work with multiple computer financial software packages.
QUALIFICATIONS
Minimum 4 year college degree or 2 year degree with 3 years experience.
Advanced training in accounting and business administration.
Experience in office management or equivalent responsibility.
Experience with financial software, including Excel and the ability to develop spreadsheets and other related and necessary tracking programs, and accounting software and accountability systems.
Prior Treasurer experience in a school district setting is desired and will be given first priority.
Salary commensurate with experience.
