Mechanicville City School District is seeking a School Business Manager to join our team:
Position Overview:
The School Business Manager holds a pivotal administrative role responsible for overseeing, directing, and coordinating the business management functions within a school district. This role entails supervising various departments, including school lunch programs, buildings and grounds maintenance, custodial services, and the transportation department. Under the general supervision of the Superintendent of Schools and as a direct report to the Board of Education, the School Business Manager operates in accordance with relevant laws and Board of Education policies, exercising a high degree of independent judgment. This position also entails supervisory responsibilities over district accounting and business office personnel. The School Business Manager performs related tasks as necessary to support the district's operational and financial objectives.
Key Responsibilities:
Financial Administration:

Administer and manage the district's financial affairs, ensuring accurate accounting records and generating related reports.

Supervise business office staff involved in bookkeeping, payroll, cost analysis, and school property inventory management.

Serves as Deputy District Treasurer and Deputy Purchasing Agent
Operational Oversight:

Administer and provide administrative direction, through individual department heads, for district custodial and maintenance, school lunch, and transportation programs.

Oversee the procurement of district goods and services, ensuring efficient storage and delivery to school buildings.
Expertise in Capital Projects:

Leverage expert knowledge in capital projects, including documentation, timelines, and processes, to manage and facilitate the successful execution of infrastructure initiatives.
Advisory Role:

Collaborate with and provide advice to the Superintendent of Schools and the School Board on various business management and fiscal matters.

Oversee financial planning for the district, including insurance, income investment, and bond programs.

Recruit and support the selection, placement, and advancement of non-instructional staff

Supervise working conditions, initiate preliminary disciplinary actions as necessary, and recommend service terminations to the Superintendent
Budgetary Control:

Supervise expenditures authorized by the School Board in alignment with district purchasing procedures.

Prepare financial plans and projections based on educational needs, population trends, facility development, staffing, and revenue forecasts.
Documentation and Reporting:
FOIL Officer Responsibilities:

Oversee compliance with the Freedom of Information Law (FOIL), including processing requests, maintaining records, and ensuring transparency in accordance with legal requirements.
Civil Rights/Title IX Officer Responsibilities:

Ensure compliance with civil rights and Title IX regulations, including addressing and investigating complaints, implementing necessary policies and procedures, and fostering a culture of equity and inclusion within the district.
Performance Requirements:

In-depth knowledge of business management, public personnel practices, and budget development processes.

Proficiency in general and governmental accounting, fiscal auditing procedures, and appropriation practices.

Expertise in debt and investment management.

Thorough understanding of financial record-keeping methods and office practices.

Excellent knowledge of laws, regulations, and practices governing school districts.

Ability to create complex financial reports and statements.

Competency in planning, directing, and supervising financial, transportation, maintenance, custodial, and food service programs.

Proficiency in generating complex written reports.

Problem-solving skills for tackling intricate administrative and financial challenges.

Physical condition commensurate with the demands of the position.
A. Graduation from a regionally accredited college or university with a Bachelor's degree in accounting or business administration, including or supplemented by 24 hours in accounting, business, or business administration, and a minimum of three years of business administration experience, including budgeting and accounting duties, with at least one year in a supervisory capacity; or
B. Graduation from a regionally accredited college or university with an Associate's degree in accounting or business administration or a closely related field, along with a minimum of five years of business administration experience, including budgeting and accounting duties, with at least two years in a supervisory capacity; or
C. Five (5) years of School District Treasurer's experience, which must include accounting or budgeting duties, with at least one (1) year in a supervisory capacity.

Hold either NYS SBDL certification (preferred) OR meet the related requirements for Certified Civil Service accreditation
Competitive salary, starting at $115,000- commensurate with experience
Employment to commence prior to the start of the school year
